Adobe (understandably) doesn't want to pay Google for users that don't give them money monthly via Lightroom CC, so they let their original API key expire. each time you open Maps Adobe has to pay a fraction of a penny to Google. What changed is, that Google now charges use of the Google Maps APIs by transaction, i.e. Unlike what Adobe claims, the Google APIs didn't change. I managed to get the maps in Lightroom 6 working again.
